heavy tanks crossing the field attempting hiding in bushes is not really effective scouting.

 

light tanks going to city and attempting to punch heavy tanks in the face is not really effective brawling.

 

medium tanks sitting by arty waiting for something to shoot at out of their draw range is not really effective sniping.

 

games typically go a lot smoother when the tanks go to the right spot for their meta defined job.

Heavies are definitely the least flexible because they don't have concealment and often lack mobility. +2 bottom tier in a HT is the worst possible match. Lights are often at an advantage because lower tiers can have better concealment or mobility. Mediums have flexibility at every tier, tank destroyers have concealment and pen, and there are always soft targets for arty.

Hard to say if there is a clear class that takes on other roles more often or better
