The attached spreadsheet shows the average standard deviation of W% and WN8 for all 329 vehicles in tiers 6-10 as of 5/12/18 by country by type of AFV.  Not surprisingly, the Polish "line", consisting only of the Pudel medium tank is best, followed by the more surprising French light and Chinese TD and heavy types.

With the hardly noticeable exception of SPG's, the German types are all garbage, especially if the effect of the outlier VK 72.01 is removed from the German heavy type.

W% sd=0.02156  WN8 sd=299

I'd guess those stats are heavily skewed by the experience level of the players grinding them, and very few inexperienced players are going to be grinding the Chinese lines (except maybe on the Chinese server). Conversely, lots of people grind German or American lines.

Russian bias and power creep are more likely explanations, at least with relatively common tanks.  Gun power is the major variable, at least at lower tiers where armor is significant only in deciding whether or not you can use HE.  My quick and dirty formula for evaluating gun power is rpm * damage / dispersal / aim time.  Penetration is only relevant in the decision whether or not to use the HE damage value.

Looking just at tier IV AFV:

The Pz. IVD with its 75/L43 has a power rating of 1,650

The Soviet T-28 ZiS-4 laser--only 57mm--is 50% more powerful = 2,415

The new Italian P26/40 75/L34 has an outrageous 2,772 because it can autoload and even more important, shoot HE, because it has the ridiculous pen. of 70mm, almost twice that of the German 75/L43 which has only 38mm of pen.  And that from a gun with a barrel less than 80% of the German's length.

The 85mm on the new Chicom SU-76G TD = 2,941 178% more powerful than the German 75/L43

Russian bias in the old and power creep in the new--to get players buying into the new lines.
