Is the Hall of Fame a viable way to see how well I am doing or should I just continue to check wotlabs to see how I am progressing as a player.

Hall of fame is good to see how you are performing in specific tanks, i believe wotlabs does a better job for overall rating though

A lot of the Hall of Fame numbers are pretty skewed, so it's mostly useful for looking at improvement. The individual tank performance values are pretty good for player comparison, though the values for different tanks really can't be compared (in the same sense as individual tank xTE/WN8).

The best way to see how well someone is doing is always to take all their ratings into consideration. Each rating can usually be artificially inflated (intentionally or not), which you'll have to keep in mind. For example, WN8 can be padded with bad tanks and by farming damage (rerolling isn't quite the same, but usually has the same effect), and winrate can be padded by platooning with good players (in extension, personal rating, which heavily correlates to winrate, can also be padded this way). Personal rating increases as # of battles increases. No rating is perfect; as long as there isn't one rating that's lagging behind the others (like my WR, heh), any one rating should still give a good indication of your ability.

Anyways, the most important thing is to always show others your highest rating :^)

Hall of fame numbers mean nothing at this point as is supposed to be for ranked but I have never played ranked and see my tanks in top 500 regularly.Asked support and they told me it was in development and meaningless at this time.So just window dressing.
