Well, you are right, it's not truly "unplayable" - i get about 140-150ish on EU. Still quite a noticeable difference and handicap between that an getting steady sub 20 on USC. Interestingly, it's lower for me on RU1-3 than EU - about 90-110.

If they moved the server to the EU, ping would be absolutely atrocious for those on the west coast and WG would cut their profits by a few thousand players. I'm sure a lot more would leave from the EU side if they moved it to the US.
The only people who would benefit would be the ones that don't care about ping (or the gameplay) and just want to waste time driving in circles.
From Seattle my ping is;
Ping to RU ~230
Ping to EU ~170
Which is far outside my comfort zone for any game. Especially in comparison to the sweet 60 I get on the USC

Many people were redirected to the NA site under blatantly false promises of better performance. It still happens, when you go to the EU portal it tries to redirect you to NA. When you try to download the EU client, it tells you to rather get the NA client for "better performance". You must keep in mind that not everyone playing on NA lives in the USA. Also, what if you move to Europe for whatever reason? Would you like to have your account transferred or would you like to ditch it and start a new EU account? Consider that most people spent money on premium tanks and premium time. It's also not nice losing earned rewards (female crew for example) and time spent grinding the tech trees. I started over in EU and in the time they promised a transfer (and didn't deliver), I already made it to tier 10 in 1 line and tier 8 in 2 more lines. This is not bragging, this is to give an indication of how crazy long it took them to accomplish nothing of what they promised a year ago.
