it defeats nothing if it retains its pre existing stats in Normal mode with the added benifits that seige can bring to the table for free to add to that.......

Then... don't make it go slow while in siege mode?... seems pretty simple.  It would just add extra degrees of gun depression when stationary.  It doesn't even need a "mode" it should just automatically happen when you sit still and aim down.

While the entire Japanese heavy line needs a rework, HE guns aren't inherently broken.  

 

And really, to OP's point, the Maus actually needs a nerf, since its turret front requires gold to pen and is 40mm thicker than it really was.  With that being said, the Type 5 is also broken, and considerably more so.

OP is nuts the Type 5 Heavy does little damage to tier 10 heavies.  And the armor is penned by everything.

Maus need a Buff, its penetrated for all players with APCR or Heat

While my general belief is that all gold ammo should be removed outright because it's absurd to just have shells that the game is seemingly not balanced around, I will say that in no uncertain terms even if plans go through with just cutting the damage of most gold shells, the gold shell for the 15 cm/41st Year Type (Type 4/Type 5's top gun) needs to be removed outright. Having a second shell that's just strictly better than the primary with the only tradeoff being paying more credits (which has literally no impact within a battle in any case) is patently ridiculous.

 

A trade-off of "it costs more credits" was never going to be a deterrent to spamming these shells, and does not help with anyone on the receiving end. They only impact the credit yield of the user, and that literally doesn't matter to anyone but the user. So from the perspective of everyone but the user, there is no downside to using them. Hence, they are supremely aggravating.
