its INTEL limiting it to US only , cause the prizes are "export restricted",,,, doesn't Intel sell things in Canada?

The laws governing internation giveaways are very very complex. Its not a matter of Intel or Origin PC making sales to Canada, or Japan or whereever else they make sales to. Its a matter of different countries have different rules for how you can give things away. So many different rules thats it is, quite simply, just easier to limit your giveaways to one region (in this case the United States). Theres also the matter of potentially paying customs fees on whatever physical goods you happen to be giving away and shipping costs.

How in the world does these contest work? Do they draw names out of a hat? Or, see who's most active online and playing matches? Like how is this working out?

Your observations are true, but do not reduce the frustration of the "outside looking in" group.  It might be worthwhile for WoT to recognize its multitude of South American and Canadian clients by offering an alternate form of "give away".  Possibly, keep the prizes to those which will not accrue shipping and/or Customs/Duty Fees (gee, thought we had NAFTA for a couple of weeks anyway).  In-game gold, Premium Time and, tanks might be a nice touch.  To use the "difficulty factor" to simply ignore a significant portion of their client base, while continuing to accept their money for product and premium time, indicates a corporate apathy that I do not believe reflects well.

Because once again nothing matters except the USA. US based events in game and now US only contests. Without even a though put into how they can include the rest of North America.... Whats the best thing they have done in game for Canadian's, oh right on Canada day we can get a flag..... slowly clapping for you WG gg

Laws governing promotional contests in Canada?

 

Promotional contests in Canada are governed by the Competition Act, the Criminal Code, privacy legislation and the common law of contract.  In addition, Quebec has a separate regulatory regime governing contests. So again even if one contest would be done in Canada it could state opened to Canadian resident only not in Quebec  and vice and versa.

 

Companies must adhere to the Canadian and Provincial laws set forth.

 

But I will admit it would have been nice to have it done opened to all. The same thing happened not long ago when a prize was being given away by NEWEGG in United State only not in Canada I know I checked with them and they were not aware there was no mention found as to US resident only.

Would be nice if WG would name the winners.

 

Last Intel giveaway was a total fiasco with people not receiving emails at all or the emails getting stuck in the "air" somewhere and so people losing out.

 

So WG, please list the winners in case they did not receive the email they will know who and when to contact you

I  did the same too and never Received it. I will wait for the deadline of the event to send a ticket. I'm pretty sure I'll never get the PC (I'm not that lucky) I want to have something from it at least.
