How I'd personally rebalance the IS-4 line.

I know there are other tank lines out there that desperately need love (namely the Leopard 1 and 121 line), but I'm focusing on the IS-4 line for the time being since I'm really not much of a medium tank player.

 

If there's a heavy tank line in-game that has further and further fallen into redundancy and powercreep as time goes on, it's the IS-4 line. Ever since the reshuffling of the Russian heavy tank branches in 0.7.3 (I had to dig to find the correct patch), there have been little to no major changes to the IS-4 line as a whole. So here are some things that I would do to bring the IS-4 line back into relevance:

 

#1: Shuffling and new vehicles.

 

The first thing I'd do is drop some vehicles down a few tiers and introduce new ones to fill their original tier. I'd start by dropping the T-28 from tier 4 to tier 3. The KV-1 and KV-1S would drop from tier 5 to tier 4. The KV-85 would drop from tier 6 to tier 5, and finally the KV-13 would drop from tier 7 to tier 6 as the replacement for the KV-85. This way, the KV-13 can finally (and logically) lead on to the IS line. To fill in the gap at tier 5, a new vehicle, the KV-1E, would take the place of the KV-1.

All vehicles would be rebalanced to fit their new tiers.

 

#2: Armor buffs.

 

Despite supposedly being the 'heavily armored' heavy line, none of the vehicles from tier 7 and up feels that way. I'll start with both the IS-4 and ST-I first.

I'd buff the lower plate of both vehicles from 160mm to 200mm. This way they can face head-on to enemy guns and not worry about their lower plate being turned into swiss cheese. Next, I'd buff the ST-I's side armor from 140mm to 160mm to match that of the IS-4, and then buff the IS-4's upper plate from 140mm to 150mm to match that of the ST-I. Finally, I'd increase the armor panel on the IS-4's roof from 30mm to 60mm to prevent overmatching and increase the ammo capacity from 30 shells to 40 shells to match the ST-I.To ease the stock grind on the ST-I, I'd remove the D-25T from the vehicle, making the BL-9 the new stock gun. I'd then buff the stock turrets frontal armor from 170mm to 200mm, and the turret roof from 30mm to 60mm to prevent overmatching. The commanders cupola would be increased from 100mm to 150mm. The bulge for the gun sight would be increased from 170mm to 230mm.

While the KV-3 received a slight armor buff when converted to HD, I feel as if it could use a few more slight armor buffs. I'd increase the front hull armor from 120mm to 140mm and the side armor from 90mm to 100mm. The armor directly behind the gun mantlet would be increased from 130mm to 140mm to match the hull.

The KV-4 is very strong if played correctly, but in situations where angling isn't possible, the KV-4 badly struggles. To help, I'd increase the turret front from 180mm to 200mm, the side increased from 150mm to 180mm, and the rear from 140mm to 180mm. The mini turret would receive the same buffs. Finally, I'd increase the rear hull armor from 90mm to 140mm to match that of the KV-5.

The tier 6 T-150 would remain unchanged, and the KV-2 would still lead off from the KV-1E.

People are been pleading to wargaming to buff the IS-4 for quite some time now with no measurable success as you can tell.

Besides the Arty and the IS-4 I have every Russian tier X vehicle.

But the IS-4 I personally would not touch with a ten foot pole because it is so power creeped it ain't funny anymore!

Buff Russian tanks more. lol. Typical. How about something gets done about all the other nations that have been left behind. Guess some will not be happy until all Russian tanks have 600mm of armor everywhere and 600mm pen with 1000 damage per shot. 0 per minute RoF to help you out as well.

I don't understand what you complaining about because you don't even have a tier X in your garage!

I got the IS-4 gathering dust in me garage in hopes the rumors are true that it will get replaced.

 

I play my tier 10's rarely cuz I suck.

To be fair, the KV-3, KV-4, and IS-4 are all in need of some help.  However, most of the OP's suggestions do seem a bit overboard.  There's no need to drop the KV-1 variants to T4, or the 85 to T5. 

 

And as both you and the OP mention, there are other lines in need of help as well.  Then again, the best help for many of these lines would be some nerfs to the newer lines that power creeped them so much.

I'm not even sure why you don't understand,  because the OP talks about buffing other tiers than tier X, and the person you're quoting also has tanks that see tier Xs, so even if the OP were only talking about the IS-4, it would still effect the guy you're quoting.

Unlocked and not bought.  Plenty of silver saved tho if you wanna do some kind of switcheroo there WG.

 

Not enough of a hint?  OK, IS-4 becomes tier 8 premium as is.  What, look at the other recent tier 8's.

 

Of course everyone who already has the IS-4 gets the new tier 10 also.

In about 6 months the ST-I will become the Tier X  ST-I/II.  ST-I with upgrades to research for the turret and gun to become the double-barreled ST-II.

 

The IS-4 will probably be moved to Tier IX or removed altogether and kept a legacy Tier X premium only.

Only tank I hated was the KV-4, the KV-1, T-150 and KV-3 were fine as is, have not played my ST-1 yet though it's been sitting in my garage for months. I would have been happy with better mobility on the KV-4 more than anything, not top speed, just ground resistances and traverse, maybe more specific power, that would really help being able to use it's armour which still can be very effective IF you can angle the tank fast enough but with 16 degrees of traverse almost anything can flank you before you can turn.

I'd balance it by leaving it alone and balancing the US medium line first. 

Seriously though, the IS-4 never should've been made a tier 10. It was OP at tier 9 but only because it had the IS-7's gun. If that'd been removed and replaced with the BL9 with buffed soft stats it would've been fine. Nobody asked for it to be moved to tier 10. I remember that actually being pretty surprising when they announced it.
