Join a clan.  Just do it.  The learning curve of this game is steep, and you will need help.  Take a look at this part of the forum: http://forum.worldoftanks.com/index.php?/forum/34-clan-recruitment/  The various clans advertise there and by reading the descriptions, you can find clans for new players where they will teach you the game.

And whether or NOT you join a clan (I was in one, once, but they needed me to have Tier VIIs and I had just gotten my first tier IV when they invited me) don't forget about the Blue Tank Clan here in these forums.  This is not about TK units.  It is for players to help other players.  Check them out.

This is a good example.  They are willing to help even non-members.  There are a lot of nice people out there.

Don't join just any clan

Join one that actually has good player willing to platoon, and teach you the ropes.

Don't join a 46% tomato clan.. you will not improve.

Food for thought:

Find a Clan that fits don't join one that becomes a part time/full time job.  Maker sure you enjoy playing with these players I have been in Clans that the leaders were real prima donna's, also I have been in clans where the leadership just evaporated.

banziduck is right.  test the clan by joining their teamspeak/discord and get a feel for how friendly the players are.  My clan is made up of a number of sub clans, and we can find a home for pretty much anyone, as long as you're a dad.  :-)
