Can someone explain how this works?  Is it the same formula for all tanks or does it vary by class or by tier or by individual tank?  Is it only for the shooting tank or does the armor of the tank being aimed at impact the RNG as well?  If you do know how this works where did you get the information?

There are many Random Numbers Generation mechanics in WoT.

 

The most commonly discussed, and probably the one you are asking about is for projectile penetration and also damage.

 

This RNG, like all the other ones, never changes for any player, tank, team, battle or battle mode.

 

It uses the nominal pen and damage for the specific round and at the time of each individual shot assigns a random adjustment to the nominal value in the range of  + / -  11 to 25% for pen and for damage if it pens, but that is only for 1/3 of your shots, the other 2/3 are limited to only  + / -  0 to 10%.

 

This is a constant RNG in all cases.

 

Other types of RNG are gun dispersion and module damage or crew injury, these are not +/- 25% based.

 

Armor is based on a set of physics based rules it must follow that are not RNG based, the RNG is in the shot that strikes the armor.

RNG is a joke....making it so a T32 bounces a round off the a$$ of a T44 at 30km while the T44  pens the T32 in the front.
