The CGC does not have recent curve on the EU server, even close to the NA server. Pretty much means low sample sizes.

 

But even if you use recent tank curve data, average performing tanks does not need a nerf.

Also, even the Russian server shows the same general trend as well, with low WR players getting high WR in arty and High WR players getting lower WR in arty. It is just that arty has a low skill cap and thus a low overall potential; that is the trade-off for arty being effectively invincible in most games.

The CGG data from EU pretty much shows that the NA is a small sample size. The higher WR players’ data looks and is most likely based on a handful of matches.

I think you are missing the point; even with the large sample sizes over long periods of time, it still shows players with low average WR doing better than their average while playing arty and players with high average WR doing worse than their average while playing arty arty. No matter what is it absolutely not under performing in any way. The most pessimistic interpretations of the data show it as average performing at its worst.

 

Actually, take a look at other classes, like heavies especially; according to these curves heavies are under performing way worse than arty. Most of them barely ever show an above average performance in any level of skill.
