Seems as though its random.
The more tanks you have the more universal or national fragments you seem to get.
If you already have a tank that you were to receive a fragment for in an AoM that fragment will instead turn into either a universal or national fragment.
So far my experience has been that of the 2 types universal are more common than national.

The drop ratio is all messed up. Probably because I only have 10 tanks left to research.
I have:
44 Universal
18 National (6 for China alone)
I have 5 on the tanks I need to research.
That is after using 12 Universal and 3 RU.
If I am not mistaken, you do not get Nationals for nations you have fully completed. So with each finished tech tree your loot should get skewed more and more toward Universals. With only two small nations completed I am at around 4:1 ratio, which is good because same ratio is used in crafting. Getting Nationals in nation I'd want them does not seem to be controlable.
Even at over 75% tanks researched I still got more Tank blueprints than Nationals so far, so RNG might be a bit cheatibg or I might be just lucky.
I have 9 Universal, 3 German (which I'll never need) and no other Nationals. I need 2 Russian fragments to research A-43, which seems to cancel out the "Universal" thing. Out of all the gift boxes I've received, the 3 German are the only Nationals I've gotten.
I try not to complain about freebies but the thrill of the Universal fragment is a bit lost to me.

Yeah I'm working the Swedish meds. It'd be nice to even make 1 piece of a blueprint. But alas, national fragments are hard to come by.
why do you need national fragments for a tree you have completed?
what would you ever do with it? at least universals can be used on any tree that you are still grinding (and can get national drops for)

When you have an entire line researched BP of any kind are pointless, that's why they don't drop for lines you have fully researched.
If you were going to get a BP fragment for that line it will instead drop a universal

Who doesn't appreciate several thousand XP less to get that next tank that can be achieved with just a single fragment?
Not like you have to do anything beyond play to get them.
They don't require PT, any particular tier, or winning.
They really are just random gifts from WG, and everyone gets them.

Anyone know what happens to national fragments, that are left over, after you researched the entire nation's line??? I have mild OCD, and my extra Italian national fragment is bothering me... I already researched the entire line (except modules on some tanks).
Please help!
I actually like the distribution of fragments and blue prints. The idea of Rewards for Merit was probably one of the best things to come out of Wargaming in a while, so I can't really complain about them.
