If you use maths, you'll find out that the answer was (essentially) correct, especially based on no data originally presented.
Though, if you want to be extremely picky, math will show that a win or a loss can increase or decrease your win rate (as expressed as a floating point decimal number) less than the previous win or loss, simply because of the number of matches involved in the calculations has increased.
Example:
 Let's suppose you have 1000 battles, and you've won 400 and lost 600 matches (40.00000% win rate).
 The next match is a loss, so your win rate goes from 40.00000% to 39.96003996004% (400 / 1001 shows a decrease of 0.03996003996%).
 The next match is a win, which moves you up to 40.0199600798403% (401 / 1002 shows an increase of 0.0599201198003%).
 Note how the win after the loss increased your win rate more than the loss decreased it.
I'm guessing that your starting win rate, along with the order of wins and losses, has a factor in determining the amount of increase or decrease in your win rate, and then compound that by the rounding formula  which could just drop decimals instead of rounding up or down (is 49.9999% shown as 49.99% or 50.00%?).
However, without any data from you, it's hard to determine what happened. So I would suggest limiting the snarky remarks.

Your question makes no sense the way you currently have it worded, which is why death_stryker asked you for more information. The short answer is: It doesn't happen, what you are apparently describing makes no sense, so you're going to need to give an example that we can use to better understand what you're trying to say.
If you're going to ask for help then you need to get rid of that crappy attitude and give people the information they are asking for so they can help you.
Each individual win or loss becomes a smaller part of your Win Rate as your number of battles increases, but Wins and Losses are equally important to your win rate.

Are you hinting that WG is rigging Win Rate in this game to deliberately keep your Win Rate down? If that’s the case ”Naive” is not the word I would use to describe you or your question.

The phenomenon xrays describes (which I will presume is what the OP is referring to, since they didn't give any context themselves) is simply a consequence of basic math. If your overall winrate is 40%, and at an arbitrary point in time you proceed to lose a game, and then win a game. What happens?
Well, between those two games, you had a winrate of 50% (1/2). That's higher than your overall winrate of 40%, so your overall winrate goes up. Say your overall winrate was 60%; in that case, those two games would lower it, because 50% winrate between the two games is lower than 60% overall winrate.

There's no such thing as a dumb question. Asking questions are a huge part of how we learn. Asking any question, even if it seems stupid and obvious to you, is the sign of a mind at work. Even if it's not working to your lofty standards. There was a time in your life when you asked why 2+2 equaled 4. Try and remember that.
On the other hand, asking a stupid rhetorical question is something that deserves a dumb answer. I'm not sure if that's what OP was doing. It's often hard to discern intent over text.
