In the new session stats tab, there is 'WTR Rating.'   Is that the same as Personal Rating under Service Record tab?  If so, why two different terms?

WTR = World of Tanks Rating

It is different from personal rating in that it is based on vehicle specific metrics rather than based on overall metrics when it comes to giving your rating. Kind of like WN8 from what I understand.

Edit: I believe WTR is also what you see when you are looking at tanks in the Hall of Fame and not a PR value

So if you average all your WTRs, you will get your PR?

BTW, WN8 can be expressed per tank, per class, per tier, per nation, per total etc on the various stats websites.

No they are different systems. Your WTRs for all the tanks equate to your overall WTR weighted based on the amount played. Like WN8 you have a rating for each tank and the overall is made from those individual values weighted based on the amount that tank was played.
