Well...

 

The tank with the highest camo rating and view range would be the best passive scout.

Thats not quite complete. You also need a scout with enough speed to get to the passive spotting location in time before enemy scouts or any fast enemy tank in general can see you.

Play a TD and don't shoot, you can rack up a lot of spotting damage.

I would agree. There have been some games where I have been able to get more than 2,000 spotting damage playing a TD (though I usually end up shooting at things). I have 3 tier VIII tank destroyers with greater than 500 meter view range (T-28 Prototype, Ferdinand, JagdTiger 8.8). At lower tiers the American turreted tank destroyers can spot really well.

 

T28 Prototype - 517 meters view range

Ferdinand - 508 meters view range

Jagdtiger 8.8 - 515 meters view range

 

M10 Wolverine - 478 meters view range, concealment rating 786

M36 Jackson - 478 meters view range, concealment rating 706

 

But if you really want to hide:

 

JagdPanzer IV - 438 meters view range, concealment rating 962

Thinking that here in the Wheelie Era, maybe I should be switching out my light tanks from optics to binocs. Or optics AND binocs. And yes, I know they dont stack.

I actually run a lot of mine like that, contrary to popular opinion and practice.  They allow me to take more shots from further out without risk of being instantly lit and disintegrated, and I seem to have no issues keeping hit%/dpg/WR% up on most of the tanks even in this crap meta/style of play...

I haven't played them all but IMO the ELC bis is very good. I mostly use net, optics, vents. can switch optics with binos but then if you need to be semiactive and scoot around you lose out on spots that you might have had with the optics. My concealment right now is 990.

Yes, because any tiny little bush will hide it.  You can passive scout from positions which would work for no other light.

T32......dont need a bush to go passive
