Whilst that is part of it the real reason we can't go electrics right now is two fold. First it's impossible with the current electrical grid as its already overstretched in many areas of the country and adding in hundreds of millions of large power drains each day would tip it over since a car takes waaaaaay more juice than your smartphone. Second is that battery production is still a very dirty and pollution filled process and the amount needed would cause more pollution from byproducts than our current fossil fuel systems. The best way forward is the hybrid system where a small gas engine does most of the cruising work and the battery system is for stops and starts since that is where the majority of gas is burned in a typical city driving situation. These require little to no charging as both the engine and braking are used to recharge the battery on the fly.
