I think Tool's most recent two albums have a very different sound from their first three. I would agree that (based on what I've listened to so far) Fear Inoculum is not an evolution of 10,000 Days, but 10,000 Days was so unbelievably good, that I'd happily take more of the same.
If we're back to the OP's point of what's overrated, when something charts #1 in multiple countries, and is multi-platinum, it's rated exactly as reviews and sales say it should be rated in my mind, so globally, nothing is over or underrated. That's something that applies to an individual only.
Personally, 10,000 Days is my second favorite album of all time, but if someone else hates it, I fully understand that point of view as well. For context, other stuff I love: The Prodigy, Sigur Ros, Bon Iver, Fleetwood Mac, No Doubt, Lizzo, Portugal. The Man, The Knife, Belle & Sebastian, M83, Clann Zu

This is one of the most over rated bands next to the Stones and Beatles:
The only other band I could include is the Ramones and their hit tune “ I want to be over rated”.

I DONT KNOW MAYBE THEY ARENT OVERRATED, SEEMS AS THOUGH PEOPLE DONT KNOW THEM WELL ENOUGH TO SPELL THEM CORRECTLY OR EVEN GET THE RIGHT SONGS WITH THE RIGHT ARTIST THANKS FOR PROVING ME WRONG NEW ZEALAND
