I don't understand the supposedly good players making snide remarks about his statement, if you are not experiencing this then you are either blind or not paying attention.

I experience RNG the same way you do... and the same way every player does.

RNG is randomly generated at the time of every individual shot and is never changed or manipulated in any way for any gun, tank, player, team, battle, or battle mode.

Although some mostly bad players make up tin foil hat conspiracy theories about it being "rigged" in various ways, there has never been one iota of hard evidence presented that any of these theories have the slightest validity.  Anecdotes ("stories" & unsubstantiated claims) don't count.

Packet loss possibly.  Corrupted files from the recent patches.

That still wouldn't change RNG... it might make your ability to hit what you aim at better if you improved your packet loss, but that has nothing to do with RNG specifically.

Winning or losing has nothing to do with excessive low rolls that result in bounces or green dot shots that are fully aimed and miss.

The point is that over the long run RNG is the same for everyone, so it can never be the difference between player's long term ability to win since we all suffer it equally.

Just like a card player suffers the random distribution of a shuffled deck of cards exactly the same as every other card player (over time).

How is reinstalling and clearing the cache supposed to change RNG?

Packet loss possibly.  Corrupted files from the recent patches.

Incorrect. All RNG is determined on the server side, neither packet loss nor corrupt files can affect shot dispersion or the +/-25 RNG for pen & damage.

What packet loss can do is cause a shot to never be fired in the first place, because when you clicked your mouse to fire the command may gotten lost rather than getting to the server. Or if you're the target, packet loss can make a shot look like a ghost shell that passes through your tank and then does damage afterwards. Packet loss means that packets get lost, not modified.

And corrupted files, well even if they can have an affect on the game they only affect things on the client side, which never includes shot dispersion or RNG.

When you lose at board games should you blame the dice? (Hint: The correct answer is "No".)

When you lose at cards should you blame the cards? (Hint: The correct answer is "No".)

When you lose at WoT should you blame the RNG (Hint: see previous answers).

Winning or losing has nothing to do with excessive low rolls that result in bounces or green dot shots that are fully aimed and miss.

And something that can't happen is "5 days of constant bounce and miss", but that reality didn't stop you from posting the obviously incorrect claim.
