I was flouncing around in my garage today when I noticed what I thought to be a discrepancy in my LTs "Concealment" statistics.  I have 7 LTs:

tier V U.S. M7

tier V U.S. M24 Chaffee

tier VI U.S.S.R. T-50-2

tier VII P.R.C. WZ-131

tier VIII U.S. M41 Walker Bulldog

tier VIII German HWK30

tier IX German RU251

The "Concealment of Stationary Vehicle" and "Concealment of Moving Vehicle" values are all the same...EXCEPT for the T-50-2 and WZ-131.  For those two LTs the "Concealment of Moving Vehicle" value is substantially less than the "Concealment of Stationary Vehicle" value.

Are some Light Tanks NOT Scouts?  If so, does anyone have a list of "non-Scout" Light Tanks?

Are those the only 2 you have camo nets mounted on?

Yes, and that's exactly what it is.  Thanks!  For some reason I thought the camouflage net bonus applied at all times to LTs.

Yes, all of them. Do yourself a favor and stop thinking of light tanks as scouts. Scouting is something that can be done by any tank, it's not something unique that light tanks were designed for.

And don't use a camo net on LTs like the T-50-2 and WZs

WRONG lights are best for scouting since they have full camo when sitting and moving and take camo penalty when shooting

You got your answer with respect to the tanks you listed, but there are light tanks at low tiers that have differing camo on the move and stationary.  Two examples are the AMX 40 and the Valentine.  IIRC, almost all tier I and II lights have differing moving and stationary camo ratings.  I believe all lights tier V and up have the same camo stationary and moving.  This quirk doesn't matter to most people, but it's an interesting fact nonetheless.
