I thought they had wheels?

It just means you damaged his wheel

The only time I have seen a wheelie lose a ton of mobility after a wheel hit was when I hit one with the KV-2R...I think all of its wheels were broken because it was going like 2 km/hr after

Nah, the tracking indicator only shows when a shot immobilizes a vehicle, a wheel hit is shown by what looks like a gear next to the critical hit notification

The point is just that its a glitch, accidentally showing the tracking marker rather than the critical damage marker.

Can we get spotting damage when we damage their wheel and slow them down, thus allowing team mates to hit  them easier? Perhaps half the damage dealt?

It would make sense, yes, but wargaming says no.

I've got hit in wheels and 1 one wheel starts wobbling slowing me down some but repair kit and I'm  good to get up to speed.
