I've been viewing replays while I consider getting back into light tanks.  Many of the replays include moments as captured here.

This is the moment when the player locked on with autoaim.  Many replays show the same autoaim behavior,  including some by a CC who claims he doesn't use mods.

 

I've tried to replicate this and failed.  What game setting or mod permits this?

If you can highlight a vehicle with the center pip (not necessarily the gun reticle) then you can lock on the tank

game has a built in Auto-aim feature, but if are using it (except with a wheelie) then you are playing wrong as it only focuses on center mass of the tank. 

As for the picture I have no idea what I'm supposed to be looking at.

Zoom out more, its not dependent on direct line of sight, just if you can get your mouse to highlight it.

No idea what your image is supposed to be showing. However, a common misconception with auto-aim is that you aim at the enemy and right click to activate it. That's only partially true. Auto-aim is activated through the central marker, not the reticule. Once you realize this, auto-aim is much easier to activate and use effectively.
