Of course WG would like you to spend some money to get the resources for this tank, but I think they really wanted to start to empty the coffers of the players that have a lot of resources and nothing to do with them.  They also know that if players think that these kinds of events will be more likely then people will play more to get these resources in the future and maybe be more willing to buy premium time and more loot boxes.  I know that the MM and RNG often seem rigged, but I don't think that WG intentionally targets non paying players.  WG needs non paying players to participate, to fill up MM and keep the game alive so those that do spend money on the game continue to.
