Must be a bug since I looked through the release notes and found nothing about it. I looked for a rhyme or reason behind why it appears but I am not seeing it. I have attached a screenshot of it and I'm hoping someone could be so kind as to explain what it means or signifies.

Its a bug. I started seeing it after the patch.
Looks like it happens occasionally after you use auto aim in battle.

That is what it is ...
Maybe check your settings, eh ?
I actually looked through settings after checking the release notes but found nothing at all that seems applicable to this.
Edit; After a bit of testing I can say that if it is an auto aim marker, it's not working as an auto aim marker.

So I went back through the settings again and finally found the checkbox for the auto-aim indicator. It was, of course, unchecked as I don't use it. Yet I'm still seeing it and it's appearance is NOT correlating to targets that I've locked with auto-aim thus it is definitely a bug.
