General rule with short barreled guns is to load HE.

Bigger caliber = bigger damage
Longer barrel = better penetration

Low caliber =  low damage
Short barrel = low penetration

* At least that's how it is in WoT.

You can even edit the loadout to put HE in the first slot, so you wouldn't even need to press in battle, HE is always loaded first.

If I'm in something SLOW like my Churchill for instance, the option to circle strafe isn't really an option since the enemy turret can usually keep up with me.

In my Matilda, I'm slow, but I have more punch, however, I get thrown to the wolves sometimes. What I do in situations such as this, is hit the tracks repeatedly. Announce your intentions to your teammates and forever track the target. This way someone with more firepower has a clear shot at a target that can't run to cover. This is especially useful if you leave your target out in the open with arty locking in on them.
