I'd nominate the Superpershing for this role. It's really good for nothing else, except mid-range support. The spaced armor just trolls enemy tanks into fitless rage. I notice that as the battle goes on, my opponents' aiming gets worse. With so many bounces and non-damaging pens, the SP is almost perfect in the defensive role. I can spend 7-8 minutes holding up four or more superior tanks, if I play my cards right.

KV-2 (in game KV),  Armed with a 152mm, and in a key chokepoint, it only takes one shot to scare off a whole wall of peek-a-boo tanks.  Eventually one will get ballsy and just wreck you, but the amount of time your single tier 5 tank can hold off one, or more Tier VI, VII, or VIII tanks is more time for your own team to respond.
That and maus, t 95 in the old kv I manage to slow a jadgetiger from coming up a slope destroyed both tracks with 1 shot

if you find someone alone, ABSOLUTELY the ELC AMX. no heavy can effectively shoot you if you sidehug, making that heavy useless while you block his movement, allowing your team to easily take him out.

The 95 is the preeminent blocker. Seriously its just. The psychological factor of seeing one as you try to rip into and NME base is crippling.  Also worth mentioning are both 110 TDs. bloody nightmares. the maus... yeah i guess. But you can get around a mouse.

KV-2, Superpershing.  I'd also say stuff like the Tiger II has pretty good deterrant ability even if it can't one-shot everything.  Tanks that will probably mess anything up that comes round the corner and maybe not even take that much damage can be a tough problem for the opposing team.

Has anyone changed on their views with the new tanks? E-100 for me still. :P T95 is the best for this job methinks. :3

Black prince is scary in regards to how many shots it can bounce reverse peeking. I had a IS-6 bounce 6 shots from the best 122 before giving up and going after something else. It's also nice that the turret swallows shells with no damage.1450 health at tier 7 is also pretty nice too.

Maus, AMX 40 (it's NOT a 'light tank', it is a tier 4 Maus-style tank, no matter what Wargaming wants matchmaker to make us all think), AMX 38 (the triangle-turret one, if I got the name wrong), SU-152 & ISU-152 (the gun is the blocker rather than the armor, lol), T95, T110E4 & E5, Object 268, JagdpzE100.
