Valentine and Pz38H735.
I've had to single-handedly hold an entire flank in those on occasion. In the kinds of rooms they get put in, they are the best blockers, bar none.

Ultimate blocker is Maus. For their tiers, KV and KV-3 are also very effective. The only decent American blocker is the limited-edition M6A2E1.

The best "Blocker", in a strict definition stopping a push, is a sideways t-28 wedged across a bridge. Good luck moving him out of the way in tier 4.

KV is a very cheap blocker.
In low tier battles, KV is a blocker and destroyer.
In high tier battles, you can just throw a KV into any choke point and be ensure that way is blocked. (Even heavier tank can push it but at very very low speed 1-3 kmh and risk being detected and shot down or worse artied!!!! since arty can know that the KV is being pushed)

T30/T34 with back up for trcking so I can smack 'em dead...M36 or RamII mid tier (their ROF is great), hetzer low

KV-1/-2/whatever. That thing is so bloody OP, unless you are in a higher tier tank why even bother engaging it, when it sits in a good position waiting for you? Just take a smoke break instead and wait for your team to lose if they happen to have no KVs or good arty support.

KV w/ 152mm in a tier 5 match, if the other tier 5 counterparts are newbs. Combine with AP for 'better deterrent'. Tried and tested on Karelia, faced 7 tanks on my own and wrecked 3 of them to convince the other 4 to sit around the bend for 3 min.

I think an effective blocker has to have four things:
1. Enough armor to keep from being "peek-a-boo'd" to death.
2. High enough alpha to scare the other side.
3. High enough rate of fire to scare multiple opponents and fight a bum rush.
4. Enough mobility to prevent a bum rush flank and avoid arty.
In my opinion, the E-75 fills all of these requirements best with the Tiger II doing the same at tier 8. My second choice would be an E-100 equipped with the 12.8 cm.
A Maus doesn't cut it because of it's lack of mobility and the fact that it can't depress it's gun enough to effectively hit a short tank hugging it.
All of the TD's can be too easily flanked.
T34 and T30 have squishy hulls and in the case of the T30 too slow of a ROF.
IS4 and IS7 have too slow of a ROF with their top guns and the BL-9 is too much of a downgrade in damage and penetration.
At lower levels I would say that only the KV with the 107mm comes close to meeting all four criteria.
