M3 Stuart and Hetzer.
M3 seems to do well at causing chaos and confusion, even unsupported, due to the great speed and agility; the 37mm is effective, too. Hetzers armor and 105mm make a lot of lower tiers run and hide.
Id mention the Ferdinand; but, its slow, needs support, faces higher tiers and has a long reload time.
Edit: Ill admit, I only read the topic title, and not the thread. Based on that, the IS-3 is the first tank that comes to mind.

In low tier matches the vk2801 with derp. High tiered : All the fast mediums that pack a punch.

Love my T44 for this job, get tot he right spots and bring down the hurt to about anything specially with the new sniper gun, poke up a little hill put some holes in stuff go down to support the group, perhaps fall back a little going up the hill poke some shots, head back to base or other flank to trade some fire, or if the enemy team forgets to seal a flank make clear that is a bad move.

Panzer III/IV
Sure, its sluggish to start with, but with the best engine, tracks, radio and gun, its a beast on the front line. It isn't really designed as a main battle tank with relatively weak armour compared to the other tanks it can face, but it can scout about fast at a top speed of 55 km/h and take a small beating. Sure it can get one shotted by a KV derp or something like that, but it is pretty cheap to maintain and earns a heck of a lot of credits each battle (as all tier Vs are known for). I may have died more times I can count in it, but the deaths are worth it, its damn fast and a great all rounder I think. It's gun is quite accurate too and allows for easy sniping over quite long distances without getting in the thick.

For me the following tanks have been my favored "raider" tanks in WoT : T-54, T-43, VK2801 (105...before the HE nerf), M4A3E8, T-50 and the MkVII Tetrarch. I used to use my M24 Chaffee, but its, pathetically, thin and non-deflecting armor finally earned it "reserve" status in favor of more survivable tanks. Even my horridly underpowered, but sufficiently mobile M4A2E4 (Beta Sherman) has been successfully employed as a "raider" where its below-tier gun isn't so much of a liability.

I would have to agree that scouting/raiding is the best way to utilize the Pz 3/4. That's certainly how I employed mine. However, even working that niche, it was still not a particularly pleasant tank due to its many weaknesses and I happily moved on in that tech line.

M5 stuart, that thing is a monster in low tier battles, and even derp KVs have a hard time putting it down, Chaffee, Panzer III/IV(one fast little bugger of a medium), A-20, and finally the VK3001H, it's an excellent flanker and the 88mm on that thing is a beast.
