You'll actually have to wait for the rest of the Crew to reach up to 100% before going for your 3rd Skills (I'm assuming). They gain more Experience for their respective Skills only if the tank is Elite and that the box that has the option to increase Crew Experience rather than having the Tank gain Experience (Something like that) is checked.

Once your crew is completely 100%, only then you can select your 3rd Skills. Once you 100% your 3rd Skills, there is nothing after that and is thus, 'complete' with your Crew.

Once you obtain your 3rd Skills, you should notice that your Commander is a bit ahead of the other Crew Mates (In terms of Experience) while your 'other' Crew Mates begin at 0%. Do not worry. It's just that your Commander had more Experience in his Crew skill and thus begin with a certain amount due to him 'still gaining Experience' at his already 'finished' 2nd Crew Skill while 'waiting' for the rest of the Crew to catch up.

Edit: Edited.

If my commander reaches 100% camo skill and my crew it at 95%, should I start a new skill for commander or wait for the rest of the crew to complete?

I ask because I wonder if his excess points will go to the rest of the crew and make them level up faster on their camo?
If I understand the system correctly, xp is devided up between all your crew.  So if your commander has 100% cammo and the rest are at say 95% cammo.  Then having the commander start another skill is not a bad idea.  You will get your xp, it will be split between the crew members, so the commander will then start on the new skill while the rest work on catching up.

Even if you don't start him on a new skill, he will accumulate pts.  I held off the third skill for my Lowe crew, because I expected new skills with 7.0.  When they didn't show, I started them on the third skill.  The start point was 67% because I had them wait so long.  (The system already gives more to your lowest/weakest crew member)

Go ahead and apply the commander's XP to a new skill.  The crew member with the lowest xp total gets all the bonus xp anyway.

Thanks guys, I didn't know that. When I started his 2nd skill it was already at 18%... Was thinking the points would roll over on to everyone else and not go to the 2nd skill, even if I didn't pick it yet.
