yes, it will. people that live closer to the server will have a lower ping.

Yes, the distance we are from the server increases the number of 'hops' the data packets must take and the distance they must travel, both of those contribute to a higher ping/lag.
However, that has no effect on the FPS, that's all down to your computer.

The NA servers is a better choice for Oceania players for many reasons.
The NA server has the same culture, same language, Oceania time-zone support for most tournaments and events. etc..
My ping to the NA server is less than the ping to the Euro servers too.

Distance is definately the main factor in our latency to the US, well that and some less then pleasing hops through some routers in America. In fact during the first pub test of 7.1 I was getting better latency to the RU server then the NA one.

Short answer is yes, ping does make a difference.
The NA server is the superior server for Oceanic players.
