On the 7.4 Test Server, using 100% crew with 50% BIA and vents, stabilizer & rammer I have the following:

AMX 50 100:  

Stock Gun: Drum Reload = 33.28 seconds
90mm DCA 45: Drum Reload = 33.28 seconds
100mm: Drum Reload = 47.54 seconds

Are these values still current for 7.5?

nope!  they are hopelessly out of date.  

But hope is not lost yet, as the WIKI team has finally started updating the pages with useful information

you can chose your tank and hover over the gun module listing ( hover over the black triangle) and it will give you the most up to date numbers on the gun.

But thanks for the reminder.  table has ben updated, though i'm not sure on some of the intra-drum reload values.  I bolded the ones that i'm not so sure on either because I don't own those tanks or because they seem off.

Think you made a mistake on the AMX 50 Foch 155. Says it has a 136.5 second reload for the drum and I'm pretty sure that's not the case.

Does BIA shorten the Intra-Drum Reload time?

It does not.  the intra drum reload rate is fixed and cannot be changed by any means.  even ammo rack damage will not modify that value.

BIA however will reduce the inter-drum reload time and probably bring it down to around 45 seconds for the 50 100

My Foch 155 has approximately 47 seconds of reload on the drum. I only have vents and 100% crew.

Updated once again - now with factoring the commander bonus into the RoF and is using the 7.3 test values.  Also has all the USA autoloaders.  those dirty yankees

What exactly is the commander bonus?

the commander always adds 10% of extra crew skill to the tanks crew.  

so at 100% crew, the commander is at 100% skill, but the guys under him are 110% skill.

this impacts the reload in a beneficial way
